This is called a deface and is normally done by the less skilled kind of hackers that use automated tools to hack vulnerable websites and then placing there defaces on them. I would think B-gun is a pretty common term so it's hard linking it to anyone specific. Whoever manages the website should have a backup so they can just restore the website to it's old self and prefferably patch the exploit.
