I will pay 5$ every plugin and 10 or 20 depends on how good u are

Ok i want a plugin so ok a player will go mine diamond,emerald,coal,redstone,and lapiz lazuli and there is a chance that he/she will find a item while mining like spawners so i want you to make a drop chance of 1 in 20,000 for a spawner to drop spawners that drop are creeper spawners, blaze,enderman,pigman,cow,sheep,chicken,spider,ske leton,and zombie thank you and please make it and when the player gets a spawner i want it to brodcast on chat
for example my name [SideEffect_ has just found a Creeper Spawner while Mining!] i want a config txt to change the text or color or drop chance of spawners thank you! ill pay 5 to 10$ for it
