I have this same problem. I can Alt-Tab any game but not Combat Arms.

i have 4gb of ram so i dont think thats a problem...

Ok, my laptop does this. all u gotta do is alt tab it so that it is on the desktop. Make sure it is on the desktop by clicking around on the desktop. then u gotta Alt Tab into combat arms once and hit enter. (at the . wait at least 30 sec- 1 min, it should go back in. In somecases combat arms will be half open, but u still see ur desktop, but a faint blue tab at the top of the screen saying combat arms. Just click on the destop area where u can end up seeing ur mouse and then alt tab back into combat arms. This might not make much sense, but im in a hurry and had to make it as short as possible.
Hit Ctrl-Alt-Dlt
click task manager
then when u did whatever u needed to do go to task manager again and right click the thing that says Combat Arms and click Maximize

Just click Combat Arms and wait for it to respond. Or you could use the d3d9.dll that make combat arms windowed

Alt-Tab works for everyone... =X
it could be possibly your video card or your comp.
