Use virtual audio cable and then foobar, works in most steam games and programs like ts3and ventrillo. There are plenty of tutorials on YouTube that are easy to follow to help you set it up. Plays to everyone on the server not just you.

It's easier then it looks, took me about 5 minuets not even!!

Just use Manycam, its easy as hell you just install it, set the mic on steam to Manycam virtual mic then you can import music into manycam and play it that way.
