If this not work, reinstall your graphic driver(even if you have the latest version) and download the latest directx
And make sure you run steam also as admin. You should verify game cache again when you run steam and ghost as admin

Erase ghosts maifest file in steamApps folder and download it from steam, have you enough ram and disk space?
