Hey guys, I looked everywhere to find info about pms but was unable too. Could you tell me when I will be able to pm someone? (I'm new to this site atm)

I am pretty sure you can send private messages at the same time you can start posting links - 10 posts.

Im farely certain you need to have 10-30 posts in order to post links and PM.
