If your getting 200 fps then you have a better computer than most people on MPGH and Combat Arms. If it actually takes 20 bullets to kill someone than you must be missing or you have a bad Internet connection.
The reason that you get that much fps when the game starts is because you aren't connected to Nexon's servers yet. If you expect 2,000 fps (I don't believe you actually get that much at login) than you'll have to be the only person on Combat Arms.
