HelpCPU USAGE Super HIGH & Overheating .. Intel i3

hey guys, my intel i3 is overheating.. And it's using a lot of CPU Usage, never had it before. I was just playing Dayz, and it ran fine.
Left my computer for an hour, went back online & It started giving me shit.
Everything i boot, like skype will boost my cpu up to a 100% ..

Anyone knows a solution, or anything else ? I was wondering if a Windows reset would help, & wipe my hdd's ..

And YES, I have cleaned my case & used new cool paste.

I usually just boot Ubuntu from a flash drive to see if there is something software related that is causing problems, I suggest you do the same and go on from there.
