I doubt Treyarch would allow these servers. So I'm guessing not.
There are such servers (at least were), but your rank would reset after restarting game. It's waste of time. The only one I was on had ping around 400-600 (Africa? Australia?). If you don't want to eat your tongue on such, then no, there are not any instant-50 level servers.
