Russian Steam Key? :)

I got banned on ArmA 3 and i want to rebuy this game (Cause it's awesome )
I found a website where i can buy a RUSSIAN ArmA 3 Key.
Can i activate the key with a VPN and then play it without the VPN?

Yes I did the same thing, I'm geussing you used kinguin? or something like that doesn't really matter but if you activate it and change the appid file and save (just re-type the appid (10710)) as said in the instructions on such sites as kinguin then you should defiently be able to play as I am just have to use a non steam shortcut but it updates automatically and everything works great so don't worry just follow the instructions.
