Is it possible
For Phone Service Providers to "store" data on your phone for a later time?

Let me use an example.

I'm at home, and I find out I'm going to a place with no water. So I store water in my fridge, until I have to go, and then bring the water with me and not have to worry about there not being any water.

Now in the data sense,

I'm at home, and I find out I'm going to a place with no Data/Service. So I store data on my phone until I have to go, then happily use data while everyone else has none.

Is it possible to do this?
If you're asking if you can store internet access on your phone, then no. I would recommend you to read into what internet is.
So you want to save the internet on your phone?....is that right?
If you want to save the entire Internet to your phone, you would need about a 1 zettabyte hard drive. Then you would be able to access any webpage locally although they would not be updated.
