Using CE to Speed Hack/Cheat?

So guys I use a paid cheat proram and it has a speed hack.

One day it stopped working, and the support said in bot games I could just use a command in the dev console
something like sv_maxsrvprcticks 0
it would then work again!

Now it has stopped working again and I asked why. Some guy said you have to use Cheat Engine til it's fixed.

Could somebody help me with learning how to use CE to speed hack for now?

Do note that I run this game WITHOUT the VAC mode running.

How do you play without VAC?..

I believe he means he doesn't play on VAC secured servers. Unfortunately CE is a blacklisted executable to Steam, so modifying or "injecting" any game - VAC secured or not will get you banned. My friend used it at a VAC unsecure lan party for TF2 and received a ban. Don't use CE. Steam doesn't like CE.
