Hacked Client?

Is there anyway to get a hacked client onto a private server? Like phoenix, etc.

What I don't understand is why:
1) People hack on private servers
2) Why hacked clients are not allowed for private servers (I am against hacking pservers, but logically

We can release hacked clients for prod, but we cant release them for pservers? They are both managed by real people... Nonetheless it is probably a good thing that servers are not allowed to have hacked clients.

When client updates :O Hacking is pointless especially if the server updates client regularly

I'm just wondering why when I go on Phoenix there's a bunch of idiots hacking, and it's obvious.

Because they are noobs and dont know how to play. Also Phoenix updates their clients roughly the same time as Prod or even less and barely updates. That's why they can hack with ease
