Anybody have any working solution ? I have already change the download location to desktop .

Use IDM (Internet Download Manager). 
I'm assuming "per..." means permissions.
Unless you are the network admin for your home, you may have had your download permissions stripped from your user account.

Use an admin user account or run Chrome as admin maybe...
Solution:
1. Open Desktop>>My Documents>>Downloads
2. Right Click>>Properties
3. Uncheck the Read Only option and its done

Where did you originally try to download the file to?
Originally at compressed . ( IDM )
I use Internet Download Manager and it will also giving same result .
Uncheck already . Download and failed too . I've checked it back now . Some file can be download . But some cant .
I'll try to run as administrator ( Chrome ) .

Install Adobe Reader. 
No but, if all else fails, backup needed things to a flash and reformat windows.
