If you want to create a rules board, I would start by breaking down how the guild board works. Once you've gotten the hang of the guild board code, you should focus on database integration of the ruleboard and then coding the ruleboard so that it retrieves the string.
It's really pointless though, as the rule board will simply take up memory in the database, and it's a unitasker since the guild board does practically the same thing.
