I've been getting that error while trying to connect to the nexus.
What does it mean?
My IP's limit? The server's limit?

This has been happening to me as well when I try to connect to USE3. It's weird because it says the server is neither crowded nor full, just 'Normal'. The server is usually just about empty at this time anyway. Same thing when trying it on the website.
there's probably someone with a lot of accounts connected to vault so you can't see them or something
059 has the closest idea to what's happening I believe.
This has happened in USE3 and USE all day yesterday and today, there have been different dc messages lately too. Though this started just yesterday, I'm unsure of what it is entirely but only certain people can actually enter it for some reason.
