Need help with decompiling, editing and re-compiling a Visual Basic.exe file?

I'm new to Visual Basic and was wondering if there was a way I could edit a VB.exe program and re-compile it so I have the newer version? I have already decompiled the program I wish using .NET Reflector. Furthermore, if anyone has the knowledge on how to make VB send you information to your email address? Any help would be appreciated.

Why the hell would you need to decompile, edit and re-compile a file?

If you made the program, then you would have the project, you wouldn't need to do all of that.

This is still only decompiled and DONE, what you need for Email?
