There were topics, but before a majority of people applied the "team leaders" had already chosen people. But if you really want to help and not doing it for some sort of special title, then just visit the help section and post, there isn't a real need for some sort of team. The only intelligent type of team I can think of is a special needs type of group for specific help topics like learning to code and such.
