You can't use reships. You need a drop from either US/CA which means you need to know someone from there that can ship it to you.

Nahh it's just the CPU. Cause the service he provides is CSR for the CPU part only.

btw the only proof I can provide since I don't have a camera/phone

Plenty of tutorial on youtube. It's really easy to change a cpu. Just make sure your mobo has the right socket type.
