Getting New GFX Card Need Advice

Hey im getting a new gfx card and im having a hard time deciding which one to get. My old gfx card was an ATI Radeon 1600x and it started to just plain burn out and get a whole sht load of artifacts. So i read online and the best thing to do was to get a new gfx card. Im deciding on either a Geforce 275 GTX or ATI Radeon 4890 HD(Also included are a good fan and a game(which doesnt look half bad)). Im also on a low budget hoping around 200-275$. I really want to play Combat Arms on High graphics and especially the open beta A.V.A, if anyone has good advices pls post here.
