Is it possible to make a no cooldown hack?

It is possible, though no one will actually hack into the servers of League just to have no cooldowns.

It basically is impossible because no one will take the risk of getting arrested just so he can have no cooldowns in League of Legends.

Its not even worth taking the risk doing it for yourself, aside from that it is going to be rather hard. Anything IS possible. But selling it means publicity. Publicity means that riot can get to you because they have proof that you are selling it.
