No it's not permanent. It just adds 1 quantity to the item.

You need to buy/unlock the gage courier DLC. Then go to Four Stories mission on Overkill difficulty, bring ECM and crack the ATM open meanwhile looting all the 10-12(can't really remember) packages = easy stuff.

He probably wants a script to unlock them instead... (which I currently do not have at hand)

I've been following payday 2 hacks but so far i didn't see any which lets you modify your inventory (as weapon parts). Just sacrifice 1-2 hour and you will have plenty of attachments..
