create a lua script that contains the following code:
it allows u 2 get rcon

Seems to simple to work.
If you don't get the cfg you can't get rcon password.

Don't use that Cam crap, it crashes your game.
I would say its kind of impossible right now, you can find one or two servers but you have no hope.
(if you would branch off, Cops N Runners is rcon-able, i did it yesterday)
