Hello! I was wondering if there was a windows 8 version of this WPE because ive looked so hard and found none. anyone have ideas?

WPE works on Windows 8 and also the Windows 10 developers preview.

The windows 7 version of WPE should work fine on windows 8. Windows 8 supports backwards compatibility... And nothing changed in .NET so.... Not sure what your issue is. I'm running windows 8.1 with no problems.
