Does VAC detect hacks in offline 'Play With Friends'
Hey, does VAC detect hacks when you go into 'Play with friends', invite a few friends and play a offline server? = Map downloaded from workshop and playing with players only you invited. I need this to piss them off :P

Depends on whether the server host has VAC enabled.
If you're using Valve's servers, it'll be locked on by default.

If I invite everybody to the lobby and I am the host, can I disable it anyway? I can enable sv_cheats.

If it's just a private game lobby, you're not actually the host, only the end client who requested a server slot from Valve.
I'm talking them actually connecting to your IP, through the community server browser, or through a direct IP connection.

Alternatively, you can open port 27015 on your router, and have your friends connect through the console command:
connect 'Your IP':27015
*without quotes

So is there anyway of me safely using hacks in workshop maps with friends?

If he's playing offline, I doubt VAC bothers with that.
He can't play 'offline' with friends, unless it's LAN. VAC runs on all servers which have VAC enabled, VAC can be disabled as long as it's a community server (a server which is not ran by Valve). As @Aborted explained, opening port 27015, and running the dedicated server files that Steam provides will allow you to turn off VAC. Play offline is a mini-dedicated server running on your PC, which is not VAC activated.
