ArmA 2 BE Banned, help.

Hello,
I'm banned from 'ArmA 2/OA' and I was wondering if I just but ArmA 2 OA again it'll work, or do I have to re-buy both games.
I hear that it's now bound to your SteamID, and now 'GameSpy'.
If someone wants to clarify this for me that would be great.
