You should definitely go for the UK schooling choice. Unless you already speak Japanese and are a top 10 student, you aren't going to make it at any of the good schools.
Going to the Uk isn't always the best for students though as rent is high and costs of insurance, tax etc. Japan would be easier, might have to learn Japanese to get into the country on the visa im not sure, thats what it was like for me moving from the Uk after 16 years to Thailand.
Uk's education system is better but the costs that come with it are close to unbarable for a huge majority of students making it on their own. If you go to the uk as a student then you will be in alot more debt than you would be than in Japan, but you might be able to get more from the Uk.
