that's pretty cool 
most of these fucking hoverboards use magnets to repel themselves off the ground. most likely will work on metal but not other surfaces

Not just magnets.
Its uses a Magnetic field, everything that you see in the world gives off a field.
It doesn't matter if the thing is electrically charged or not (Which is how you get magnets)
What the hoverboard does is repel the the electric field of the floor.
This is the same technology that is used behind force fields that the British are currently working on with tanks.
