So if you get VAC banned and then get UNVAC'd can u still play comp. or no?

You can not get unvac'd...

My uncle works at valve he unvacs me all the time.

Is there proof of that?

Vac bans are automated. Not even Valve them self can reverse a ban, close but no cigar.

theres like a list of people that have been unbanned. O_O do you get unbanned over time or its perm?

its permanent. All u can play is community server after that.

No it won't.

You can get unVAC banned if the VAC ban was falsely accused, it has happened over thousands of times.
