Liberation Error

OK so i got this error a while ago and eventually i just up on and went off and did my own thing.
error: unable to communicate with liberation module.

ive tried many solutions but not one have worked for me
like
disable anti virus (im using Norton)
disabling my smart fire wall
and allowing it thought my firewall
if anyone has found the proper solution i would be very great full if they let my know

I told her that mw2 is not installed
