Ok so this might be another lead, I opened a bunch of my reward chests for the tinkerer and got disconnected from the server but when I re-entered the vault the bags from the reward chests were still there. Seems like it has the elements of a dupe, disconnection and dropped items remaining in their bags, it's also related to the new tinkerer stuff.
