WPE Packet Sending Issue

I have downloaded WPE Pro Modified by Devalina...
To get it working in windows 7 64 bit I have
Creating exclusions in my anti virus(Fire wall,auto protect,and system scans)
Set Compatibility to Windows XP 3
Disabled UAC
Run as Admin
Run target Program as Admin

I can now log packets successfully
but I created a send list with the packets I need to send and even though WPe says the packets were sent,the game does not respond.I know I created a server side hack so I cannot see the affect,but people should be dying,since I am sending a gun shooting packet.

I cannot figure out what i am doing wrong,if anyone could help it would be greatly appreciated,I am trying to target stick figure arena in IE running as admin(for learning purposes,I want to pursue a career in computer security and become a white hat,but the fact I am failing at such a simple task is really making me feel like I should reconsider my career choice.)

I also want to try another game,like minecraft,I have my friend hosting a private server for test purposes but neither of us can make WPE find the process,and with Packet Edit Studio,we find the process but .dll injection fails.Any advice for this?
I thought about using a proxy and connecting to it and then inspecting the packets sent and received by minecraft,but my original issue still stands,why won't WPE send any data?
