I really want to get revenge on someone who stole my items in CSGO. Is it possible to get their account vac banned from csgo somehow?

Send in a ticket with valid proof and hope for the best, also you can't get his/hers account vac banned but you can get they're steam account disabled from trading and using the market place or the steam account disabled over all.
If it works out you can get your items back. @Atomic DonutAlso wrong section

Yeah like plount said. If you contact Steam support , they will probably give you the scammed Items back
