ELF and PE Architectures are different, they have entirely different sections and so on. Well simply you could not compile PE code to ELF in ELF system because the missing kernel32.lib, user32.lib, gdi32.lib, ntdll.lib which is actually the win32API and Native API. You need those components to be linked in your program, else you cannot directly use win or Native API
