Yes because basically the term "programming a computer" means using operating system's API to execute the code you specified, this API is different in every operating system. ELF and PE Architectures are different, they have entirely different sections and so on. You could think it like this: Writing a story in English and then have a foreigner that does not speak english trying to understand what you wrote. PE format is gibberish to Unix based systems.

Well simply you could not compile PE code to ELF in ELF system because the missing kernel32.lib, user32.lib, gdi32.lib, ntdll.lib which is actually the win32API and Native API. You need those components to be linked in your program, else you cannot directly use win or Native API

exactly what i said earlier, you have to get rid of windows api and windows specific functions
