Is it possible

I ran into a guy who was hacking shooting me through walls is it possible he has been hacking all of his play time? because he had 1000+ hours and he was running around facing walls and shooting me and the team through walls?

Most likely he bought an account or he's using a private hack but if he is hacking blatantly it's not possible.
