This might be really stupid but it could work.
I'm unsure if you'd have to create a new Skype account altogether, but if your Skype account is connected to Outlook you can message and call your Skype contacts on www.outlook.com
It kinda sucks but it does work

As I say, might have to make a whole new Skype though - not sure if you can just connect.

Already tried it.. you have to install the skype plug in which is a .msi file which the system blocks.
