If you want a serious answer then Visual Studio is probably the best IDE for Windows specific C++ programming.
Crossplatform I think there is something by JetBrains called CLion which is probably really good.
Yes you can also use CLion or CodeBlocks for Windows development but as far as I know VS is the one that is integrated the best with Windows.
