Does steam count hours even when your friend list is offline? (But you have network still and acces to community etc)
If you buy to Cafe Account a game, can you then active a SteamGuard and make it like normal account?
Is there a "SteamGuard bypass" my friend told there is but im not sure.

It does count hours. You cannot transform a cyber cafe account in a normal one. Don't think there are any public steamguard bypasses, however I doubt if they are real.

Steamguard bypasses are not a thing.

And as long as you're connected to a network you are logging hours.
