Hello guys , i lost 21$ through paypal from a user that scammed me for CS:GO skins . He never made the trade and he logged off steam and skype .
How can i successfully make an issue refund? Really want to get my money back .

What this person said. You would need to make a report over PayPal as well.

Dispute over paypal, from there just wait it out and provide as much proof as you can.

Already done that , the other guy has likr 4-5 more hours to refund me .

If it was not, I was going to tell you to contact your bank/credit card company.
Since it's a PayPal balance, you seem to be on the right track of escalating it to a claim.
Just wait for PayPal's response. Remember to provide them with solid evidence.

Did you pay as "Friends and Family" or "Payment for Goods or services"?

To me the same thing happened to me long ago, opened the dispute and got my money.
