It's such a shit game that you have kill a certain level of monster to gain class points.
From what I remember from playing if you're already level 60 it's almost impossible to get class points...

Second, like others said, this is NOT a bug, depending on your level, some monsters won't drop cp. To level classes, either go to shadowrealm, or your corresponding battleground.

It was a fun game to 'hack', not to play

Making the grinding even more mundane is somehow a good idea in AE's viewpoint.
