The best way, in my opinion, is to take a course at your local community college or university. If you can't do that, the next best shot is getting a textbook for c++, there are plenty of recommendations in the stickies for such books. If you can't get a physical book, then go on youtube for a tutorial on installing visual studio, and toy around.
There isn't an easy way about this, even after months of learning, you won't be at the level for writing your own hack. There are a vast number of dataypes and API functions that you'll run across. If you throw enough quality time at it though, you should be able to pick it up. Stick around, read the stickies, and diversify your programming interests (don't just do it for the game hacking)
