He said they both have the same order #, so he wouldn't be ship claiming 2 different orders, just 1.

If they are the same in the same order, shouldn't be a problem. If they aren't just use two different refund methods, OR wait a few days after you refund one, then refund the other.

No.2 Just go and buy a refund service
No.3 Yes you can get those refunded even if they didn't have the same order number.
