Best settings for FPS?

So I can run Payday, all the CoD's, and pretty much every videogame I've purchased at good frames and quality.

GTA V is having none of this. I'm running it windowed small, and lowest quality on all the settings. Still getting bad frames at times.

Is there something I can do to improve it ?

Overclock. I was having the same problem, using all of the minimum settings and still getting low FPS, then, I OC'd my Q6600 from 2.4GHz to 3.0GHz and got a 10-15 FPS boost and also could bump some settings to high.

Also oc'd my GPU but not too much.

Payday and CoD are not graphic intense i believe...I have an FX8350 @ 4Ghz w/ GTX 760 2GB and i run 70-130fps on normal.

Put it on fullscreen... Problem solved.

Whats your gpu and cpu ?

Edit: If you got an AMD GPU that isn't an ATI Rage 128 from 1995, then I suggest updating your driver to the 15.4 Beta optimization.

Alright thanks for the help, I'm tweaking the settings as we speak.
I'm almost embarrassed to post my specs, but:

Intel Core i7 CPU M 260 @ 2.67 GHz
8gb RAM / 7.86 usable
Computer is a HP EliteBook 8740w with Nvidia Quadro (have to take the laptop to school or I'd have a desktop)

Best settings for FPS?
