This is a scam. You cannot buy GTA 5 Steam keys. They do not exist. All GTA 5 Keys are for Rockstar Social Club.

Which matches the IP of a user who was recently banned for scamming a GTA V key recently...and by recently i mean a few hours ago. Here's the scam report.
