Problem with in-game console

I can't open the in-game console and I don't know the reason :
I run the game as admin
the game folder has full control
I tried to change the console button
nothing came with profit
when I set the launch option (-console) the console only appears once (at the start of the game)
any other ideas I should try to fix this ??

Validate game cache. Reinstall the game.

Other than that, make sure in-game settings are allowing console to open. Restart PC.
