Over the last couple of days Paypal have been introducing a new security feature here in the UK if you try and pay someone from a war torn country they refuse the payment and you get a message to try again if it doesnt work contact customers services, Once you have contacted them they do a security check with credit ref agency then ask you to verify your details once you have done that they allow you to make the payment but they can only do this 1 time per week and there list of war torn countries is very bizarre, they class Serbia as a war torn country cos it had issues a few years ago.

So please be aware that some countries you my need to go through security checks to send the payment
