It seems like the port it's trying to bind itself to is already being used... What port is it set to?
If it's 80 then make you don't have an Apache / WebServer running on the computer already
Okay so i stopped Apache on Xampp and now it runs fine? Do i need Apache running?

But not for the server to be up.
You can edit apaches port to be able to access phpmyadmin WHILE server is running too.
