HelpFabiano Ranking System

Does anyone know Fabiano's Ranking system?
On my server I change my rank but never seem to actually get it to where I can do stuff.
I can't ever do /spawn or /give or and commands.
Please Help.

Where is the Ranks Located?

In the database, when you go into localhost/phpmyadmin

once the Apache service is up,

go to the accounts table, rank column and set the rank to 3 for your account
