Regular localhost Pserver?

I remember awhile ago, Pservers were still in development, and you could download a Pserver just to play by yourself.
Pretty sure it was MMOE source.
I would spawn ammies, put invincibility on, spaw oryx 2s and oryx 3s, and other features alike.

I want to be able to do this. I don't want to put it online or anything, I just want an offline pserver that I can derp around in by myself.

It seems like all the tutorials are largely outdated.
I tried this.
But I get a crapload of errors from the server.exe, after i try and open the client, which also gives me 'load error, retrying'.

Are there any full tutorials that still work, or at least a quick fix for what happened up above?
