I've used his service to verificate a friend's PayPal account. The confirmation code was given in 48h after I payed him. Legit guy although price is pretty expensive for only giving a vcc and the confirmation code. I thought he was going to 'upgrade' all limits, but the 2.5k receiving limit stays.

Conclusion: It's expensive for what it is, but it's a friendly and legit guy. It is worth it!
